Is it possible to play any race with any faction?

I'm interested in Amarr a lot, but I think their males look ugly. For one, I try and make my characters look like me as much as I can, so Asian models are out, and the only other option looks like a monkey imo.

Yes but the tutorial will start you out with skills specific to the race you start as. So you get a head start in your race specific skills.
It is only time though. You can train any and all skills you want. All it takes is time and isk.

You can even go and run the tutorials for other races... at least one used to be able to (I ran the Amarr ones though I'm Caldari).

I can pilot all races of ships, though not all ships yet. It took me about a month or two to train 3 races all to battleship 4.

You could be an Amarr character, flying Minmatar ships, doing missions for a Caldari NPC corp while being in Gallente space. There's no restrictions as such, just skills and those can be trained by anyone. Pick a charatcer race you like (for whatever reason), then train the racial ships you like which does not have to be the same as your char race, many people actually cross train so they can fly different race's ships.

As far as I'm aware, this hasn't been changed. So basically, you can start out with any faction you want, do their tutorial-agents and then fly to the other three factions' tutorial-agents and do missions for them to get free skills for all races' frigates, their weapons, their tank-types and even a few free frigates for each faction. If you're looking to get into Frigate-PvP, I suggest getting all Racial Frigate and small weapon-skills. If nothing else, you'll have a wider array of ships to choose from.

I must object! An Amarr male character can look awesome, the very figure (nay, definition!) of a man! X

At any rate, what everyone else said is correct. If you like Amarr ships (armor / lasers) then we're it, and you can be any race and do it, so long as you're willing to do a few days' worth of extra training from the start. It's negligible, and worth it, because the Caldari and Minmatar have some really cool options for style. Most of the clothes on the Amarr look... well, like monk robes, but I guess that's the point. Ugh
