Nope. The traits of a good CSM, just like any other elected official are:

The ability to get re-elected.

Wouldn't that make Meissa Anunthiel one of the better ones?

Will admit some of the early ones have people on the CSM that seem to run away from the game afterwards, and of course there are those that got thrown out over the CSM lifespan.

Any spelling, grammatical and punctuation errors are because frankly, I don't care!!

Sure. Longevity means that the voters wanted to keep him around.

If a politician doesn't serve their constituents' interests, the constituents will reasonably stop voting for that politician and the politician will not win another term.

Or, as in EVE, they will scam people to get votes and get re-elected in order to do nothing.

With the increase in shiptoasting, the Report timer needs to be shortened.

And if they're good enough to do that multiple times, shame on the electorate.

These two rule out any high-sec miner as a CSM candidate.

I am going to assume your employment applications often include checklists and fill these out forms that gets rubberstamped because they are short one guy on the night shift.

Your characteristics is just cheesy as hell, there is no criteria needed. I am more interested in what the candidate has done, where he came from (ingame) and how well he or she writes. Ie if he or she is some irrelevant mission runner with with a blog I'll take a look at what they have to say.

Well if it's like that I guess I have no choice but to use the classical method for choosing.
