It's not an exploit, see here, however using disposable alts to do it (and bypass the drop in sec status) is considered an exploit as described by a CCP in this thread.

Wasn't that a link to a source for something else? You were talking about how "disposable" accounts are against the rules and gave a link to the source of that particular information. I didn't click it though.

If that link contained proof that CCP specifically considers "spawning" CONCORD by shooting an alt (disposable or otherwise) than i apologize.

No. Spawning CONCORD is not an exploit. Recycling alts to get rid of penalties and punishment is an exploit. Creating undue server load is an exploit (but they've since revamped CONCORD spawns so that one isn't nearly as related as it was back in the day).

Indeed. Then again, it should be noted that this works both ways: just like it's allowed to pre-spawn CONCORD to get a quicker response (as long as you deal with that sec penalty), it's also allowed to pre-herd CONCORD away from the same spot to make the response slower with the same restriction…
