Just do it the other way round.

Actively seek people who want to steal from others. After you found a few shady people,
you'll make a plan about how to recruit people and having them move their stuff into your WH.

When you've gained their trust, just steal from them and kill 'em all.

The best way to prevent people stealing from you ...
... is to convince thiefes that you're just like them ...
... and that it pays off more to steal from others.

Once upon a time there lived a man in a wormhole.
It was his wormhole, and no one else, for whom could he trust?
Others passed by, begging to share this wondrous space, and he refused in fear.
But, as time tends to do, his heart warmed to their pleas, and he opened up his space.
It was slow, at first, only a few probed sites with a singular POS.
This was so he could build trust with them, learn that they were honest in their ways.
Slowly, the more trustworthy remained and gained further access.
Those who were shady took a few ships, but left never to return.
Then, the man in his wormhole finally warmed to the select few around him and shared with them everything.
All his wealth.
All his ships.
All his POS's.

They stabbed him in the back and took everything, leaving him alone in a dark, empty wormhole.

This is EVE. Trust no one.

as Backfyre said already manage the roles of your members and adjust them accordingly to anchored mods, takes some time to understand but works

Confirming sarcastic anecdotal patheticism.
