Missions for Faction standing: Switching agent midway through?

The number of missions required to get a faction buffing missions from a storyline agent is 16.
If I have already completed 4 missions with one Lvl 3 agent (Caldari Navy), and then complete another 12 missions with another Lvl 3 agent (also Caldari Navy), will I then also get a faction buffing mission?

Yes. In fact, the two agents don't need to belong to the same corporation, just the same faction (and must be of the same level).
