My point exactly.

Drop wants all rookie systems to be off-limits for pvp and he thinks that system can't be exploited by anyone.

I'm not against off-limits part but I'm just questioning "can't be exploited" part.

I think you're missing the part where the reward for being this risk averse is so incredibly minimal it's pointless to the extreme.
It's not exploitable because there's no reason to exploit it.

More precisely: “exploiting” it means you end up worse off than if you didn't exploit it.

At that point, it's not so much an exploit as it is deliberately crippling yourself.

If shooting isn't allowed in rookie systems they should do complete rework for agent system. You know, some agents will send you to rookie system to do mission. Doing security missions is quite difficult if you can't use anything that causes aggression.

If it's quoted, and you haven't yet gone back and edited it, then you said it. Even if you did edit it, you still said it. It's just not so obvious then.
