Can anyone tell me for certain whether or not this skill effects Captial Boosters?

I can't say for certain but I just tested it on a Phoenix Dreadnought in EFT and it made no changes to the cap stability. I'm going to give EFT the benefit of the doubt on this one.

It does not. Only Capital Shield Operation has an affect on capital shield boosters.

Trivia: Once upon a time (before Apocrypha 1.3), Shield Operation 5 and Tactical Shield Manipulation 5 were prerequisites to Capital Shield Operation.
