Not getting security gain from kill Guristas BCs in lvl3 mission

Hi,

I'm a relative new player to the game and have a security status of 0.5. This surprised me given the number of pirates I've killed (I cherry pick lvl 3 security missions in favor of anti pirate missions in order not to push my Gallente standing even low than it is now).
So I had a look into both the security gains mechanism and my logs (security status, standings (CONCORD and faction I mission for) and journal entries of type Bounty Prizes). I found something strange

I completed lvl 3 mission Seek and Destroy in which I killed a Blood Raider Battlecruiser. The Security status log show around that time an increse of 0.0675% related to the mission. 1 hour later I complete lvl 3 mission The Spy Stash. In this mission I killed 4 Guristas Pirates Battlecruisers, but the security status doesn't show any sec gain related to this.

So my question is:
Why did I as a player with low sec standing of 0.5 not get any gains for killing Guristas Pirate battlecruisers?
Taking into account:
1) The faction meets the required NPC Pirate condition
2) the complexity of the kill, using a T1 cruiser for a lvl 3 mission, killing 4 Battlecruisers
3) the roof criteria (http://wiki.eveonline.com/en/wiki/Not_getting_security_status_gains) should not apply. My 0.5 standing versus eg. a roof of 2.5 for Guristas Annihilator and I still get gains from kill pirate frigates in high sec belts.
4) having received no other sec gains within 1 hour timeframe

I hope you all can clarify this to me.

Thanks,

Epsilon

PS. I did petition for this, but got rather useless, general information from the GM, including the suggestion to place a post in the Features & Ideas Discussion forum What?

You get a security status bump for killing the single highest-value NPC rat in a given system every (20? 15?) minutes. If you want to power your security status up, you have to shuttle between systems.

some npcs don't give sec increases.

What do you mean? The Guristas Pirates faction as a whole or some NPCs belong to the faction?

Certain missions are bugged so they do not give sec increase. You'll find that they're exactly the same rats as you find in other missions, but in this particular mission they will not give any sec increase. A similar case exists in L4's.

I once petitioned it. The reply I received from the GM was basically 'we know it's bugged and we don't care - go to null sec'.
