No. There are some guesstimates that put it as somewhere between 1.5 and 2.

Well knowing the number of actual people playing EVE could be solved if, for example, CCP required a credit card or paypal account to be used to subscribe (without actually charging the card/account). These are paying methods linked to real world identities.

…except GTC/ETC/PLEX, shared finances ± multiple cards, and other similar anonymising and obfuscating mechanism would make such attempts wildly inaccurate.

Shared finances could pose a problem, but I'm merely referring to using the credit card to verify identity for subscription, not to actually pay for the subscription unless the player wishes to use it to do so.

Of course it would be too difficult to implement this now, especially since it's not really that important to know the amount of actual people who play this game. Still, it would be nice to know.
