Why Empire systems don't have any system effects similar to WH space to spice up the PvP/ PvE tactics?

If this were the case, CCP would be forcing people to cross-train into multiple races with either shield/armor if they want to pvp, and the majority of the population would clutter up in wolf-rayet and/or pulsar systems.

Another theory: Empire isn't cool enough.

That, but correct me if I'm wrong, but wouldn't the radiation that Pulsars and Magnetars produce kill organic life that didn't have proper shielding?

Because CCP wanted to know what would happen if they made a cage, and only partially filled it with idiots.... unlike K-space which they kept as the control and is littered with them.
