Ideal has more to do with intent and player skill than what the "best fit" is.

There are reasons to fly brick tank scorps. There are reasons to fly max-ECM scorps. There are reasons to fly max-ranged scorps.

I personally don't care for the brick tank because fi you're onyl going to field 1 or 2 ECM mods, you're not going to be jamming much, and may as well just bring more dps ships like Rohk. But then again, maybe you want the enemy to focus on your brick-fit BS.

If you go max-ECM, you definitely need to be more alert and aware of your situation. Yup. You'll get more successful jam cycles off. And if you stay at range, you should be safe. But if your ECM ships get warped in on, it's going to be messy.
