solving the bullsed valance problems weith hyupercapitals

Sure, why not ?

Just make hypercapitals NOT constructable nor claimable in any reward scheme.
Also, they can only cyno out near a stargate, and only cyno in next to the linked stargate. No hotdrops, no cynobridges, no nothing. And too big to fit into any wormhole. And larger than a POS shield, so you can't park them in there either.
AND THEY NEVER VANISH FROM INSIDE THE GAME WHEN YOU LOG OFF, MWAHAHA.

Instead of being destroyed, they get disabled (pilot automatically PODDED when that happens) and temporarily invulnerable.
You have to fully repair the hull and at least 25% armor before you can board it with a fresh pilot.
Manually ejecting from it can also only happen at 100% hull and over 25% armor, and takes 15 minutes from command to execution.

They start off as NPC uberspawns flown by NPC capsuleers with 100 times their normal HP but only 5 times normal firepower and a sizeable sleeper AI escort of NPC triage carriers and spidertanking battleships, and they travel the galaxy SEMI-RANDOMLY (randomly attracted towards strong alliance sov claims and outposts in a 20j range) one stargate once per day at a random time laying waste to randomly selected spaceborne assets in the system they're in (randomness weighted by asset value) in between system changes. NPC escorts only respawn at a rate of 2 carriers and 5 BSs per day if destroyed, upon jump to next system.
If all the exit systems have cynojammers in, they send out of nowhere increasingly strong NPC strike squads to random cynojammers in nearby systems on a regular basis until one is destroyed, then they jump in.
Oh, and there's a fixed number that can get spawned, ever. Like, say, 4 total, 1 of each race type. And only one NPC "uber-raid party" active at any given time.

P.S. Maybe make them attracted by whichever alliance has the worst standing towards the base empire the hypercapital belongs to. And call the expansion "THE EMPIRES STRIKE BACK". Original appearance order made by whatever the lowest average empire standing of the top 10 alliances in the game is, and initially plopped at the edge of the largest contiguous sov claim of a randomly selected bad standings alliance out of the top 3 bad standings against it out of those 10 used for selection.
