Orca storage differences

On the orca, the cargohold, and the ore bay/corp hangers act differently when storing ore in them.

The Ore Bay and Corp Hangers give you an error when attempting to store ore on top of the same type of ore when the addition will exceed the capacity. you have to place the ore in a blank area for the Set Quantity pop-up to show you how much can be saved so you can approve it.

In the Cargohold if you place ore that will exceed the capacity anywhere (on ore or in a blank area) it will give you the Set Quantity popup.

While this is a minor inconvenience, shouldn't all the locations work the same?
