Installer Not Working on New Drive

I am having a problem installing Eve on a solid state drive I recently purchased.
I have also tried installing on my old hard drive and it has not worked either, so I believe the drive itself is not the issue.
I have updated all of my drivers, and removed all antivirus/antispyware programs.
The solid state drive is clean windows 7 install with the exception of catalyst control center and firefox.

Here is a copy/paste of the installer. Usually where there is a status report, there is "(asian symbol of some kind)d2".

Also tried the metalink method, got to ~80% on both parts, and now I am getting timeout errors over and over. Pretty frustrating to say the least.
