OP, have you consider the Ninja Profession? If you can scan down level 4 mission runners, you can salvage their wrecks and there is no aggro. If you have a pair, you can ninja loot too. Level 4 mission rats drop meta-4 items that are worth 250k~500k. A bear will occasionally shoot you (rarely) if you do ninja-loot. But if ninja-loot 500k drops on a 30k frigate, odds are you'll have to die a lot not to make a profit.
