Unable to access career agents since today's patch?

So after I had lowered my Amarr standing below -2.0 even after training the various social skills to level 5 I decided it was time to proactively raise them by running the career mission arcs. I had run the first group of 5 in Conoban them moved to Deepari where I did the exploration mission sequence this morning. After downtime and today's patch I can now no longer access the remaining four career mission agents in Deepari. Is this a bug or now working as intended? Is this a stealth nerf implemented by CCP of is it an unintended bug which has crept in inadvertently?
