Question about cloaking and stealth bombers

Stealth bombers have a -100% targeting delay role bonus. So does this mean they have no targeting delay at all? And that lvl 1 cloaking is as effective as lvl 4?

I tried to google it but couldn't find any real answers.

Technically yes, but you need cloaking lvl4 for the cov ops cloak!
