Looking for a solid starter in Industry and Science. Mostly looking for a character which can fly Noctis and has Scrapmetal Processing 4 or 5. Would also like the ability to build Amarr/Caldari Frigs and Cruisers with some degree of efficiency.

Budget: ~4 bil
