Its basically capital ship builders against every one else, Capital ship builders/some heavy T1 industrialists see another wave of mineral price fluctuations, they dont want to mine themselves, and most importantly they see the low/nul mining bot nerf almost upon them, hence they want more minerals OR mineral stability (prices) so they can make guaranteed profits with no worries.
