Planetary structure. I use LP as a warehouse. From four T2 factories resources go to LP, and from there on T3 factories. But instead of the 20 units received 5-10 (no rest in LP, or factory). Links are right, storage is not full.
This happens due to the fact that all four factories are trying to transfer the resources at the same time and i should fix their production time with 1-2 min delay? Or it's bug?
PS: I can't link T2 and T3 directly, w/o LP, because of lack of grid power.

Firstly some questions :

What product are you making in P3 factory?
What products are you making in P2 factories?

Make sure that your P2 factories are operating at maximum efficiency ( see that they receive enough P1 materials ).
Secondly check your routes one more time ( it's easy to make a mistake ).

Better solution :

You can route directly from P2 factories to your P3 factory.

In your example you have :
4x P2 factories
1x P3 factory
1x LP
All factories are linked to LP. ( that creates indirect link between factories )

You don't need to create direct links between factories to route products.

Just route products from each P2 factory to P3 factory and see what happens. ( they will be transferred through LP automatically ).

No that is not an issue. It doesn't matter when the products are being transferred.
