Target Spectrum Breaker:

ECM that breaks target locks on the ship that fits it. The more ships that lock you, the higher the chance of a break. You can only fit these ships on BS and their T2 variants though. It also comes with a hefty 50% scan resolution penalty. Ugh

Cap Batteries:

In addition to giving extra cap they now reflect a bit of a nos or nuet back on the attacker. They have very high fitting requirements and eat up a valuable mid.

Webber Drones:

Light and medium webber drones were introduced. Like other ECM drones though they suffer from stacking penalties and deliver anemic results.

Reactive Armor Hardner:

The module shifts over time to counter the specific damage your ship is getting hit with. It is painfully cap hungry. It is painfully slow. You are limited to one per ship. And once if fully shifts it's stuck and won't react to new damage coming in.

So are we stuck with broken and unused modules or will these get another pass?

They're good for capitals. Refit to cap batteries while you're being heavily neuted and you'll make it a little harder for the enemy.

The reactive part is just a bonus; its real value is that it is effectively a second damage control for armor. Its base +15% bonus to armor resistances is not stacking penalized with other hardeners, only the damage control.
