Well, if Tank doesn't matter and you are asking this question, then the following are probably true:

A.) You have someone tanking for you.
B.) You aren't rich.

Since that is the case, there is really only one more question that needs asking: What rats will you be going against?

I would say Hurricane then. Price is fairly inexpensive and it can punch above its class. You probably want something like this:

I use something similar for a PVP fit, and it seems to work pretty well. You don't have the sig issues that Shield Arty canes have and you also don't have major acceleration and agility issues that plated Canes have. It won't do well against a fleet of ships, but against a pirate or two, you could do some damage (and if you replace the TC with a 24km Warp Disruptor, you'd surprise a few pirates too).

gotcha.

I like self repping ships for PVE, so with all your criteria, (BC, poor, Minnie, 0.0 solo) I would recommend the Cyclone.
With a cloak.

Some belts will have warp scrambler frigates in them. Don't use guns that are so big, the frigs can get 'inside' and hold you forever. Though i do believe the Cyclone has a drone bay.

I have ratted in a Tempest before. It was awesome at killing BS.

I have never owned a Tornado, and I can't imagine an active tank Hurricane, so This the best I can do to think it out.

Honestly, if you're belt ratting, a passive tanked hurricane will hold just fine. Gank in the lows, MWD/resist/resist/LSE in the mids, guns in the highs, plus a cloak and maybe a salvager if you like to loot things
