EHP = Structure fix on barges and exhumers

CCP should consider this:

and look at a hull-tanked Roq on SISI in CA1 to prove the point.

Barges: +5% resists per level of barge
Exhumers +7.5% ^

Exhumers 4-5 mids
barges 2mids

CPU and PG to use shield tank against rats.

DCU+ massive structure increase = defence against suicide alpha-ganking but not againts pvp proper... the EHP defence of +60% sturcture tanking would mean that a defence aginst a time sensitive gank before concord couldn't work now...meaning AG would fail in the exploit but any pvp of war decs or dedicated attacks would still work against miners = miners now are legitimate targets that can have a chance in defence...

This also has presidence with the Roq and ORE... so it makes sense all around...
