Balance turret sizes based on tracking speed.

So as of now, we have three tiers of turrets. I'm using Hybrids in this example as they have 3 of every size.

My idea, balance the 3 tiers of large (D250,350,425) around Tracking and optimal, not damage.

Thus they would all have the same damage modifier, but would only differ in tracking and fall off options.

Thus if you wanted a sniper fit, go for 425s, if you wanted more tracking over range, go the dual 250s, and if you wanted a middle ground, go with 350s. As it is, most fits just naturally go with 425s for the highest dps, ignoring any of the other variations among the turrets.

The same goes for the rest of the turrets. When is the last time you saw any large beam laser that wasn't a tachyon, or anything other than Mega Pulse IIs?

The smaller tiers already give higher tracking at cost of less range and less damage

The OP is asking that all turrets in the same class and type get the same damage modifier. Everything else stays the same.

The problem with this (and the reason it won't work) is because the "limited range" of the "smaller" turrets can be easily fixed with a tracking enhancer or 3. Plus, range doesn't really work in today's combat environment due to probing mechanics.

By that logic, the limited tracking speed of the longer range turrets could also be fixed with a tracking enhancer or 3

I don't see what the OP is on about. Smaller "tier" guns get used plenty, except for the ones that simply suck.

Then make them unsuck?

I just want more variety in fits, and less heavy pulse IIs because they do the most damage.

While I would agree that some guns need slight tweaking in general most gun types have at least two of the three options that are really well balanced.

I don't see a huge problem here but some balancing usually of the lowest tier gun might be good.
