Ive some blueprints that require Blood Raider Extreme Ballistic Control. these are very expensive whenever i've sen them and I was told to go to derelik region and scan radar sites, however ive been in about 10 radar sites and not a single Blood Raider Extreme Ballistic Control Unit.

How can I acquire then items in game (besides buying them in contract or markets)?

You can find those in COSMOS sites not normal radar sites ( you will still need codebreaker to open the cans ).

ahh i see, are they under any factions COSMOS missions or just 1 inparticular?

As far as I remember it was in static sites ( you can find them on world map ).

If they were as simple to get as it is to run 10 sites, they wouldn't be sold for such high prices.

Pretty much all drop-only items (complex, officer, etc.) on the market are underpriced, as in, it will take you less time to just grind up enough ISK to buy one than to wait for that one lucky drop. Even more so if you don't focus on grinding one rare complex which might or might not be there and might or might not drop good loot or anything at all, but instead find a consistent and profitable source of ISK (missions, anomalies, trading, etc.).
