moon mineral change idea

with the growing cartel for certain moon minerals and the in-balance on profit could the mechanics be changed for moon minerals to be a finite resource?

idea is while moon mining x amount and hour once the mineral in question is used up the resource spawns at another moon anywhere in eve low/null sec and the moon that has just run out randomly generates another mineral which has a random amount available (maybe not on the fly but at downtime).

this would hopefully cause more conflict and promote a wider distribution of wealth and promote exploration and related industry.

How would it cause more conflict? Instead of trying to take valuable space from other people alliances would just sit around waiting for one of their moons to spawn tech.

This is a bad idea, you should feel bad for trying to push this idea as a good idea.
