Fastest T1 frig?

Doing crazy pointless things like flying into planets and suns with ships, I've been wondering what would be the fastest T1 frig, with T1 fit, cap stable? At the moment I'm using an Executioner with 1MN MWD and 2 overdrives, which with my skills gets me to 3255 m/s. (Also had to use CCC's due to bad cap skills) This was quickly thrown together though, only checking a few base speeds and lows, assuming a lot, without any actual calculation.

So what would be the fastest
-cap stable
-T1 MWD
-No implants required
-no mindlinks/fleet boosts/quafe/etc.
-T1 frigate

Running a few calculations, It seems Executioner is only a LITTLE bit slower than an Atron (Not sure, with difference in mass, how does MWD affect this?)
(Also, yes, i know of the 20km/s dramiel, but it's with near-full snake set, fleet boosts, quafe, faction stuff, etc. etc. xD)

A vigil goes 3824 m/s with just a MWD and no other mods.

+3 overdrive injectors = 5110 m/s

Vigil with ODIs and rigs does ~5200

Dram is ~6000m/s with ODIs/Rigs

Non-T2, non-Pirate would indeed be the Vigil.

Space. It seems to go on and on forever. But then you get to the end and a gorilla starts throwing barrels at you.

Plus the Vigil is a beautiful ship, with a great arse.

Do note that the reason the vigil's fast is because of the ship skill bonus. If you don't have well-trained Minmatar Frigate skill, it won't look that impressive.
