This will improve small gang combat, like 60 seconds timer warning before the cyno beeing
functional.

Walk into the club like "What up? I got a big cockpit!"

Way more fluid:
You could make this dependent on the ship that wants to jump through

---Cyno lits up---
5 secs Jumpfreighter
10secs Dreadnought
20secs Carrier
45secs Supercarrier, Rorqual
50sec Titan
60secs Titan bridge enabled
---30secs spool down---

This could give you enough time to kill the cyno or disengage but also incentivice the opponent to actually risk capitals.
