Building A Better Highsec: What extra rules should we require miners to follow?

Many EVE players, myself included, have written extensively on the subject of highsec miners and how their presence warps the game in undesirable ways. With the upcoming nerf to suicide ganking in the form of extra-tanked mining vessels, the issue remains highly relevant. My Manifestos have already gone into great detail about the dangers of nerfing highsec fun for the benefit of carebears, so I need not repeat them here. Nor do I need to spell out the argument for why the elimination of highsec mining as a profession is the ultimate solution to this problem. Instead, I would like to initiate a community-wide conversation on how EVE players--including the miners themselves--can effect positive change.

The transition to a miner-free highsec is obviously one fraught with difficulty. No one wants to see large numbers of EVE players cancel their subscriptions. But no thinking person wants to see a continuation of the present course, either. The key, I think, is to do what we can to help highsec miners move toward new occupations in EVE.

I call this process "amelioration."

Currently, highsec lacks something the highsec miners desperately need (and subconsciously want, I think): order, structure, leadership, rules, guidance. In short, civilization. Sadly, this lack of an ordered culture is what draws so many miners to highsec: They seek a single-player game in which they can mine forever in senseless, tragic peace. It goes without saying that this is not good for EVE.

Suppose there's an alternative? EVE players can, though various means, impose a code of conduct upon the highsec miners. Those who follow the Code are permitted to mine, while others risk punishment of various kinds. This would have an immensely beneficial impact on the miners' behavior.

As culture, moral improvement, and proper habits of industry civilize the miners, the negative ingredients of highsec carebearism will be progressively extracted. Having been rehabilitated and prepared for proper occupations, the whole mass of highsec miners shall at once glide, as it were, into the freedom of a true EVE experience.

Creating a universal Code for the miners to follow is not as difficult as it may sound. I have had excellent results from my own experiment with the New Halaima Code of Conduct, which I have spent a few weeks enforcing by bumping incompliant miners out of mining range. Although we still have a long way to go, I've found that the miners who follow the Code are much happier and healthier.

Just today, my bumping business investors voted unanimously to expand the New Order to another ice mining system in highsec. Progress is on the march. At this stage, I think it's important to gain additional input from the community. Ideally, we would like to create a Code that reflects the values and aspirations of the entire EVE playerbase. In addition to brainstorming, this will help reinforce the legitimacy of the Code. When highsec miners complain that I am imposing my own arbitrary rules on them, I can point to this thread, where EVE players from across the spectrum came to a consensus about what is and is not appropriate behavior.

So what rules should the miners follow? I'll just start us off by briefly listing some pertinent items from the New Halaima Code of Conduct to give everyone a taste, and then I'll open the floor to the community.

-- Miners should avoid anything associated with the unhealthy lifestyle of botting. This means not only disabling their EULA-violating macros, but also unseemly practices like AFK mining and excessive mining.

-- Since suicide gankers and can-flippers are a valued part of the fabric of our society, miners should treat them with respect, congratulating gankers on a successful kill.

-- Miners should know their place. Like algae, they are at the bottom of the food-chain. I'm always amazed how, despite surrendering their dignity to highsec ice mining, carebears can nevertheless exhibit the most absurd level of ego and hubris.

-- Petitioning of non-miners is a serious offense. Not only does it waste GMs' time, it also displays hypocrisy: The problem facing highsec is botters, not bumpers or gankers.

-- No whining or advocating pro-miner changes to the game. I think we've had our fill of this. I'd like to see miners seriously contemplate the virtue of making the game more difficult for miners, e.g. by nerfing Concord.

Alright, time to delve into the collective genius of the EVE playerbase. What do YOU think should be added to the Code?

- Your bladder-busting ideals offend me. I want freedom to leave the keyboard to grab a snack, take a leak, or pet the cat that's wandered in.
- I want freedom to swear as much as I damn well please. I'm sick of having to watch my mouth at work for 6-8 hours a day. Don't oppress me in my free time.
- What about spelling, grammar, and punctuation? I stole a set of GSCs earlier, and was met with 'give cans back' from the previous owner. The rest of local was courteous and polite, however, even the sods that wiped the belts clean.
- Littering! Leaving cans and wrecks and unsecure secure containers laying around! What about that?
- How about FREEDOM FROM EXTORTION?

You should go fight someone who can shoot back. Shooting a mining vessel, even when tanked is hardly a challenge. At most you have 5 drones to play with while waiting to be concorded.

Not a challenge and barely profitable if at all. Just bullying for bullying sake. Trash of the gaming world: gankers.

You should go mine something that can mine back. Mining a rock, even when it's ice, is hardly a challenge. At most you have 5 gankers to play with while waiting to jettison your can.
