Int 32 (17 base + 10 remap points + 5 implant bonus)
Mem 26 (17 base + 4 remap points + 5 implant bonus)

SP/Hour : 2700 (when training skill that has primary attr Int and secondary Mem)

Int 35, Mem 29 can only be accomplished if also using "Cerebral Accelerator", with the above configuration. But it will last only for the first month.

Mem>Int is also viable if you are going more industry-heavy. (Mining, Refining, Manufacturing), It has the added bonus of making drone and corp management skills nice and fast to train too.

Int>Mem is more viable if you are going the research route (Copying, ME/PE, Invention) It has the added bonus of helping you train support skills as well as scanning.

I personally went with Mem>Int, but I am both a sucker for drone boats and need the corporate managment skills.

You could always go Int=Mem for a more balanced approach.

Regardless of how you spec, getting Cybernetics I and +3 implants ASAP is crucial. They are cheap to buy, Cyber I is quick to train compared to the benefit that it gives you. When you have time, Training up Cyber IV or V and buying +4s and possibly even +5 implants might be worth the effort, depending on how often you stick to high sec.

In the cat-and-mouse game that is low sec, there is no shame in learning to be a better mouse.
