just reinstalled game to my new HD

After installation and patch work from EvE launcher I proceed to click play but then a window pops up with the command window and asks do u want the following program to make changes to your computer.

Program name: Installer for Microsoft ? Directx d3dx components for windows ?




Just want to make sure this isn't a virus/bug or something
