double the amount it heals, double the number of charges it uses at once, but make the rep cycle doubled as well.

If that doesn't work triple it.

It would rep just as much shield, but it wuld allow for heavy alpha strike teams to get though it's shields more often. You could kill a ship that was still using the ASB by dealing enough alpha damage to spill him into armor and then hull.The ASB would still be able to tank high rof dps ships, as they would be unable to get through it's shield all due to the cycle time.

So yeah double the rep time of the ASB, but increase it's output so your healing just as many shields per second. and that's it, the ASB is now balanced!

Actually, they should limit the number of ASB's to 1 per ship on tranquility, not just in the tourney environment....
