The ship you describe already exists, it's called a covops and it actually has the CPU to fit some decent EW in many cases.

I know that creeping around with stealth is great fun and feeds your inner voyerist ...

But stealth everywhere is one of the most booring and annoying mechanics there is, especially if you want to make ships that pop up out of nowhere and lock you down bam ... then cynopowaaaa here comes the rain of pain. You have a small gang .. np .. just bring few more of these trolololockers and your golden.

Say no to making more rogues.

Just tossing in the obvious imbalance in the T1 EWAR Frigates among the races. The Griffin and Maulus are excellent as cheap gang EWAR, while the Crucifier and Vigil are fairly poop in all respects.

The TD bonus is negligible, meaning that the harder hitting ships can fit 1 each and render the Vigil superfluous. The Crucifier's tracking disruptor bonus, while good, suffers from just not offering that much to the gang.

Unlike the above, the Griffin's jamming and Maulus' sensor damps can be life savers... and at a fraction of the cost vs. effect of larger ships with similar bonuses.

IMO, all T1 EWAR frigs should be looked at... hard.

CCP has already said that the rest of the t1 frigates are next on the rebalance list so this sounds like you're complaining about something that's already being addressed. Additionally, if those reverb target painters ever hit tranquility for real, you're going to see a sudden influx of bomber fleets with vigil support/tackle. Have some faith in the developers.
