nope, they certainly do not encourage pve fitts. Why? Alts using pve fits would use it anyway, since they do not intend to pvp in the first place. Its like the FW version of mining.

All they want to do is to orbit that flag and ignore everything else, they will also warp on the first sign of danger.

additionally you certainly do not need pve fitts to plex. Any pvp-ready frig can solo a minor. A handfull of noob frigs/destroyers can easily handle a major - no issue here (speaking of minmatar rats).

NPCs are have the following roles:
- they should create a lower limit of shipclasses/encourage group effort for the more difficult plexes (e.g 1 frig is not enough)
- they should (but they currently do not) prevent plexing major/minor plexes with cheap frigs.
- they give you at least something to do if you don't get any fight
