There are dozens of reasons for this, if you do not understand the consequenses of making this happen then you need to think about it for some time until you realise what a massive problem it would be.

is mining unsafe in highsec? try hiring PVP players to protect you. its a novel idea. They too can fly high-alpha ships with fast lock times, and when gankers aggro you, they aggro the gankers. The Rent-A-Cops in my mall take their Segways up escalators, so they're a lot like Concord.. no escape.

Actually, I think in your scenario target locking someone would be more akin to looking at them, not pulling a gun out.
So now the police should arrest anyone who looks at another person on the basis that looking at them gives them the ability or choice to attack them.

The OP has a point, i think that no ship should have guns in high sec....and be allowed to target in hi sec.......and there should be no ships in high sec, only concord.......and no players in....etc
