Security Status increases not happening for many hours at a time

Over the last several days I have noticed the the following problem with getting very few security status increases:


Example: while running highsec missions for continuous 4 hour period.....

1) Run mission and kill NPC's: within 15 minutes an increase shows up in my Standings log in the Security Status tab
of my character sheet representing the single highest value NPC in that mission.

2) Run a bunch of security missions for the next +3 hours and no entries show up in my Standings log even though I
have killed many NPC's.

3) Apparently randomly the next security mission killing NPC's will cause a log entry with an entry in my Standings log
for a small positive amount that obviously represents killing the single highest value NPC in that mission.

4) Cycle will repeat: hours will go by while killing NPC's but no new log entries will be generated.

This all happens while my character is doing missions solo, not in a fleet, and has no other ships (not even an off grid
booster) involved in the missions I am running.

Anyone else noticing this, or is this a known issue? Any workarounds known? I tried deleting cache files and
rebooting client but didnt help.

After more testing have found that:

This problem continues after:

1) Running latest version of EVE's repair utility (repair.exe)

2) Normal daily system 30 minute shutdown and restart

I also notice that any status gains I should have gotten but that are not recognized with in the normal 15 minute period are never recovered. ie:

if I get a sec status gain for running mission #1, then run 5 missions with no sec status gain or log entry in the Security Status tab of my character sheet, then get a security status gain for mission #7, I never get a gain later on in the day to recover the missing sec status of the 5 missing missions, even though they were spread out over hours and should have fallen within different 15 minute periods.

Before I file a bug report or petition just want to make sure this isnt a known issue or a mistake on my part.....

Anyone have any info or experience on this type of problem?

Ran the following experiment of running highsec missions and killing NPC rats over a long period of time to demonstrate the apparent bug of security status gains not being awarded as they should be:


Starting info before test:
Missions run for: Sisters of EVE, agents in Simela (0.5) system
Security Status -2.5
Concord Standing -2.54
Last Security Status log entry: 2012.07.10 19:10 Value 0.0375%

21:30 Terminated all eve clients
21:31 Started one eve client. On log in screen used Settings button to clear cache files and
restart client. Then terminated client.
21:33 Ran EVE Repair Tool (repair.exe) = no errors or missing files/blocks
21:34 Started one eve client and logged on Dread Varesk
21:44 Ran The Blood Raider Spies (level 2 mission)
Security Status Gain 2012.07.11 22:04 Change 0.0150%
22:11 Ran Silence The Informant (level 2 mission)
No new entry in log of Security Status tab as of 22:41
22:42 Ran The Hidden Stash (level 2 mission)
No new entry in log of Security Status tab as of 23:03
23:13 Ran Deadly Arrival (level 2 mission) - killed no NPC ships, blitzed
No new entry in log of Security Status tab as of 23:30
23:31 Ran The Mordus Headhunters (level 2 mission)

Ending info after test:
Security Status -2.5
Concord Standing -2.53
Highsec Security Division missions Run: 9
Highsec Security Division missions where NPC's were killed: 8
Highsec Security Division missions where Security Status Gains were awarded: 3
Highsec Security Division missions where *NO* Security Status Gains were awarded: ** 5 **

During the entire experiment:
Only one EVE client was running and only Dread Varesk was logged on (continuously)
Only ran L2 & L3 missions, never did any other activities or left missioning systems
Never was in a fleet
Never had another player damage/EW/CC any of the NPC's I killed in the missions
Journal tab of My Wallet shows Bounty Prizes for killing mission rats awarded for evey mission

The most revealing part of the experiment is the +7 hour period from 01:23 to 08:56 where I ran two level 3 missions, killed dozens of NPC rats, yet was awarded no Security Status Gains.

Conclusion:
Research on several sites indicates that Security Status gains should be awarded for the single highest value mission NPC rat killed every 15 minute period (each system having its own 15 minute timer). The above experiment demonstrates that in fact this is not happening even though the server recognizes the NPC rats are being killed (because Bounty Prizes are being awarded).

After doing some more experimentation found what appears to be the the crux of the problem:

** Killing NPC rats with your drones doing 100% of the damage results in ZERO security status gains **


Determined that in order for a player to receive a security status gain some or all of the damage inflicted on the NPC must come from one of the following:

Guns
Missiles
Smart Bombs

The amount of damage inflicted by weapon mods can be very small, but it must be greater than zero. If you shoot a weapon at a NPC but it fails to do actual damage (out of range) and then your drones kill the NPC you will not receive a security status gain. After searching the internet and reading several guides on increasing security status I cannot find this situation mentioned. So the issue becomes is this a bug or is it a game mechanic that is working correctly? Leaving bug report open for dev's to determine one way or the other.....

This is a bug. Just ran into it myself now and its extremely annoying. If this is as intended than Gallente are now useless for missions when grinding sec.

CCP needs to revamp due to Kill Mail/ PVP system.

Either

A) only final blow in PvP reduces security status for aggressor. Thus reducing WHO is on Kill Mails.

B) players ratting to raise security status need to be on grid and/or firing at rat to raise security status.

IMO since this is an MMO (social/ group effort) B would get more thumbs up from players

This is portion of the game at this time in highly unblanced.
