Trespass (1992) with Ice T, Ice Cube and Bill Paxton. An excellent one, one of my favorites.
Colors (1988, little older than you want) with Robert Duvall. Kind of slow, but seems pretty realistic about the Crips and Bloods of L.A.
Brother (2000) with Beat Takeshi. Japanese film made in L.A. Good one I'd say.
Ghost Dog (1999). Anything by Jim Jarmusch is good. Or if not good, interesting.

Any now for something completely different...
Black Dynamite (2009) A spoof on old 70s blaxploitation movies. Got some good laughs out of it.
