What ship for lvl4 Minmatar Epic Arc?

I am one mission away from finishing Gallente lvl 4 Epic arc, and last few missions have been hard as hell even in my faction-fitted Navy Mega. Would an Ishtar, Proteus or Astarte (I am currently training for those ships) be better choice for Minmatar Epic Arc? Ishtar seems to be one of the most popular mission/exploration boats, so if that ship is the best choice, how should I fit it? I've seen both shield and armour tanked setups.

Workarounds are not bugfixes.

Proteus would be best I think. I did it in a Legion and speedtanked it. Also, use ythe guide by Jowen Datloran
