Except it would cost CCP loads of money.

A smarter solution would be to give NPC corp characters a suspect flag when operating in high sec, if their character is over a certain age (say, six months?) and flying a specific ship type. So for example a three month old character in a battle cruiser would be fine, but a six month old character in a T2 transport or JF would be given a suspect flag the moment they undock (and, obviously, receive a massive warning before undocking).

Then you could start plugging war dec evasion with the same methodology:

NPC corp characters under a certain age can corp hop and escape wars all they want. NPC corp characters over that age can leave a corp that is at war once in every three month period. If they then join a corp that is at war again they would still be free to leave, however upon joining another corporation the war would follow them (obviously a warning would be sent to the CEO when they apply).

This is a brief solution, that doubtless needs some work, but it would be better than the current system by miles. And it might also give high sec dwellers some valid targets, instead of forcing them to pick on newbies who are easily tricked into fighting.

The only way, and I mean the only way this would ever come to pass, is by CCP setting a hard limit on 1 char pr account, and 1 account pr person, and you know people would find some way to get multiple accounts still.

Combine this idea with the fact that there are tons of things which basically require multiple chars or accounts because of horrible limits, and the fact that CCP probably more or less depend on people having multple accounts to pay for the bills, and ... well yeah, you're not going to see this happen any time soon.
