Do damaged modules have a reduced effect?

I've noticed my modules taking damage without overheating and it got me thinking about this. Do the modules take a penalty at higher levels of damage?

No.

Also, your modules don't take damage unless you overheat them or other modules on the same rack.

I know I've had modules take damage when my ship takes hull damage. I get repair bill quotes without ever breaching the hull as well.

You have probably overheated them on accident/activation. I had a problem with that for a short time... Took me about 3 lost ships to learn properly Cool

Also ive been told that lower meta modules take LESS heat damage, representing less complexity in design.

But its likely that you've overheat by accident - some modules auto un-heat when a current target dies.

No no - i dont think damage modules work less effectively. they are either working or broken, not in-between

Damage starts to seep through to modules once armor drops below 25%.

When your ship starts to structure damage, the damage affects the modules. The deeper in structure the more damaged the modules get.

I remember blowing up a few capital ships with heavily damaged capital modules, the cost of repairing them costed nearly as much as the market price, that it was better to reprocess them and sell the minerals :P.
