its on my list of things to do. put drugs in an orca at a mining op and make him either die or wonder who put them there

Customs agents don't frequent asteroid belts.

The Orca pilot can jettison any contraband before being caught, or even after being caught.

Customs agents don't attack unless you refuse to comply, and they are faction police not omnipotent CONCORD.

While correct I doubt the "average mining support Orca pilot" has any clue on this and how to deal with it.

He means you cannot just stuff something in orca, not without being in fleet with it and having proper corporation hangar rights, anyway.
Might as well flip the hangars while at it and not fiddle with their orca for peanuts or just steal the thing while you're flipping hangars.

Anyone in fleet can put stuff into hangars. The miscreant must have certain roles granted in order to see what's in the hangar or take stuff out.

The Orca pilot will not need to know that contraband is aboard their ship. The customs agent will offer to jettison the contraband on the pilot's behalf.
