how to fix eve: 1) remove ECM 2) rename dampeners to ECM 3) add new anti-drone ewar for caldari 4) give offgrid boosters ongrid combat value

since its a amarr MILITIA station it should also fire at least one laser beam in a random direction (e.g at a minmatar visitor). Increase the tax a bit in amarr or something like that... this should cover the power costs for the laser show.
