It is exactly that. It's why you don't touch anything when doing undock checks on a camped station. You have 10 seconds where they can't lock you. But if you take an action, you forfeit that safeguard.

If you align to a celestial immediately after coming out of warp, you can launch probes right away w/o waiting to decelerate to <10 m/s. That's what I've been doing to deal with it.
