Encouraging PvP in Faction Warfare

Ok so, I have been having some fun times in FW except for one thing - lack of hostiles. Or more to the point the fact that more often than not my fleet tends to outnumber hostiles by 3 to 1.

Currently whenever I look at the FW report, Minmatar is like 55% and Amar is like 5%. I dont know whether this is mainly because of the Goon LP scam (though I suspect that may be a big part in it) but also I think that most Reds dont come out unless they have a large enough force, given that they seem to be outnumbered most of the time anyway. (Admittedly this is based on anecdotal evidence)

The result is that when they outnumber US the LP they get rewarded is generally so low due to equal disbursement that it is more preferable to run FW missions than attempt to capture, clear and hold.

So here is my suggestion:

Provide weightage values to LP rewards for killing PvP hostiles based on the difference between the FW scores, simply put: The lower your FW score, the more the kill value of a PvP hostile is. i.e it is inversely proportional. This does not need to be a gradient rather in blocks of tranches within which hostile kill values are increased.

For example:

1. Lets say Minmatar have a score of 300, based on total captured systems and upgrade levels
2. Lets say Ammar have a score of 100, based on total captured systems and upgrade levels
3. Percentage difference between the two is approx 67%
4. So now we look at the below table:

1-10% - No extra LP
11-20% - 3% extra LP
21 - 30% - 5% extra LP
31 - 40% - 7% extra LP
41 - 50% - 10% extra LP
51 - 60% - 16% extra LP
61 - 70% - 20% extra LP < This value would be applied in the above example
71 and Above - 25% extra LP

So lets assume in a 1v1 Blue shoots down a Red and if the difference was less than 10% in the FW score, then the payout would be 100, but taking the above example, with a difference of 67% the payout would be 120 LP instead.

Remember the above ONLY affects PVP kills not LP rewards for capture sites or missions.

Now people may say that this would be open to abuse, but keep in mind that if one side tries to keep thier own score artificially low, at T1 values, then they would be paying more for thier LP rewards anyway, offsetting any attempts to game the system.

Also please note: The above is a very rough calculation, the numbers would have to be tweaked per tranch.

No, since 1. The LP addition is pretty modest in comparison for holding L4 systems. and 2. Nor does this increase actual payouts for missions and capture sites. This incentives PvP for the side that is currently in the hoc, not disecentivises PvP for the side with the upperhand, since they will want to keep hold off the L4 systems and the massive rewards incurred therein.
