I'm currently in a C3 static low, several sig's and anoms.

Offlined POS full of defenses. Other than that completely vacant.

What does this sort of thing typically sell for? This is the second C3/Low I have found today that's been empty.

Go check the sell forum? I've seen c3 sell for anywhere from 200mill+ depending on effects and assets
