Game constantly freezes for a few seconds...

The game constantly freezes for a few seconds. It's not my hardware, I can play BFBC2 and just about any game at max settings at 1920x1080 resolution. I fully expect to be able to play EVE at max settings, 1080p as well. Otherwise EVE runs at 60fps with everything maxed out. It's only when this freeze happens that I experience framerate issues. It only lasts a few seconds, but it's quite annoying and not something that should be happening. I'm not the only person that's experienced this issue, I've asked members of my corp about it and most of them experience it as well. I tried turning resource cache off, and it did not resolve the issue. It's quite frequent, usually every 5-10 minutes. It's already cost me one ship by putting me out of dock range. Not even going to bother petitioning it because I already know CCP's response to that petition, which is somewhere along the lines of an automated message describing the details of docking ranges (as if I didn't already figure those details out after playing for 3 years).

Is this bug going to be fixed in the 1.1 patch?

Not the same issue though. The client doesn't permanently lock up. It just freezes for a few seconds and then goes back to normal, every 10 minutes or so. I haven't noticed it since the 1.1 patch though, but this could be because I've grown so used to it. I'll post to this thread again if I notice it again.
