How would you track down someone?

Just wondering how would you go about tracking down and finding someone. Say someone from
A rival corp or bounty or someone in your own corp. how would you know where to find them?  
Let's say someone is flying around the 28th moon of planet 7 in system such and such. Could you find them? 
Even if you are in the same system could you use d scan or combat probes to track them down?  I keep hearing about agents but how will that work?

D scan works well in a small quiet system providing you know what your target is flying, but probing works much better. Here is an article i think you should read.

i think at most it takes about 10 minutes for an agent to locate someone and mail you with the location, its not exactly cheap, but i've used it a few times and its pretty good, but have to remember, the location given is their location at the time of the request, and someone on the move can travel a fair distance in 10 minutes..

What I do is plant bugs on EVERYONE first, and then when I need them, I just fire up my handy dandy Track-O-Matic 2020 (Cause that is what hindsight is) and then find them with ease while drinking a nice Tennessee sipping whiskey and smoking my corncob pipe.

Locator agents will tell you what system they are in and if they are docked what station (even if they are logged off)
It can only be used every 7 to 15 minutes if I remember correctly forgot what the controlling factor for the time was.

Once you know what system they are in you can use D-scan to narrow down there location, and/or just combat probes.

IF they are cloaked you can do nothing.

There are a lot of tutorials out there about it and I believe a previous poster might have linked some of them.

Find their ip through various methods, find out where they live and ........oh you mean in eve ?

Locator agents do not always work. Sometimes it takes hard work and patience to find a target. Especially if said target is out of the locator agents reach.

The best way to track someone down is to hire someone to do it for you.

Are you a miner/mission runner that is tired of being ganked? Do you want to play EVE and never PVP, but you have a list of players that is stopping you from doing that? Don't QQ pay someone to do your PEW PEW for you. Now offering reasonable rates. EVE mail me for more details.

locator agents level 4 can find anyone except in WH space. It normally takes 8 minutes if the target is out of the locators region, if the target is in the region it only takes 4, and only takes 30 seconds for the same station. Level 4 agent has a 15 minute time out. The going rate on having another player use a locator agent for someone else is 5 million isk.

This is ridiculously expensive. We will change this for better.

5 million is chump change.

I've gone through a dozen of those in a day without blinking an eye.

If you train astrometric rangefinding AND pinpointing to l5 you dont need the agent, you can locate them even in wspace, and its free.
