If you found the spawn rate of officer spawns, what would you do?

At one time.

Have a friend perma tank a belt or if you were lucky there was already a Miner in system that was perma tanking one of the belts.
Kill all the other rats in the system twice then go ahead and go to the perma tanked belt and kill those rats.
The next spawn will be a officer spawn (or high value 3 Battleship & 2 Frigates spawn which we believed was the place holder)
Rinse and repeat.

So you couldn't spawn them on command (random element but you could increase the odds of seeing one).

As I said old tactics that used to give good results, but that was 6 years ago.
