Issues, Workarounds & Localization

I recently purchased a brand new gaming laptop, and while eve looks spectacular now, a vertical segment of my screen is lagging, for lack of a better term. It isn't gameplay lag, it's a graphics one.

If I am scrolling down a window, or flying, or whatever, it'll take a half second for the screen to realign with itself. Stationary, there are no problems, but if I use the mouse to pivot my view it messes up again. I probably haven't provided an adequate description of the problem, but I've never seen it before and I don't really know how to describe it. This issue has not occurred in any games other than Eve.

I've played with the video settings to no avail. Any suggestions?
