If rerolling is an option the cormorant is probably your best bet. You fit 7 150mm Rails, 2 Sebo, 1 Long point, MWD, damage control, 3 PG rigs (only 2 with AWU 5). With spike your optimal is about 80km, 20km with antimatter, about 10-13 km with javelin. Hands down one of the best sniping dessies out there. There is also a variant that switches out the long point for a tracking comp and the DCU for a TE, making ranges of 100km with spike possible.
